Separate signal, source and conclusion
Record where a claim came from, when it was observed, which geography it concerns and whether it is confirmed elsewhere. A repeated online claim is not automatically independent corroboration.
Protect operational information
Do not place identifiable reports, sensitive operational intelligence or source details into a general-purpose system. Use approved environments and agreed circulation controls where AI supports authorised analysis.
Keep uncertainty visible
Ask AI to label what is known, reported, inferred and unknown. Human analysts should assess reliability, duplication, alternative explanations and the consequence of issuing or withholding an alert.

- Distinguish report from verified trend
- Protect sensitive intelligence
- Check substances and terminology
- Retain accountable analyst judgement
